Thank You for Your Interest in Becoming a USA Cycling Official!

There are three steps to becoming a USA Cycling official:

  1. Successfully complete an online or in-person exam either through self-study or attending a class.

  2. Complete SafeSport Training

  3. Complete a Background Check through USAC's vendor - NCSI


After attaining your category C license, interested officials may take the 2 additional steps below to become Motorefs. MotoRef Program Overview

Attend an in-person Moto C clinic and pass the exam with a 70% or better

  1. Complete a Motor Vehicle Record Check through NCSI

Once completed, as a new official you will receive your category C Official's License, and through more learning, experience, and applying through the USAC Official upgrade modules you can earn up to a level A license, allowing you to officiate and help organize some of the nation’s largest and most prestigious races!

Education & More

Seminar and Testing

The Category C seminar involves training in Road, Track, Cyclo-Cross and Mountain Bike, as well as the basic organizational structure of cycling and principles of officiating. The class is taught in either a live classroom environment (suggested) or through an online self-study program.

At the end of both the in-person and online class, there is an open-book exam which will test your knowledge of basic rules and concepts. Passing score is 70%.

All available in-person clinics will be listed here, including information on the course and how to register will be included. To register for the Category C online course, follow the instructions included on this How-To Document.

Application

If taking the Category C class in person you will be provided with paperwork, including an application, that your instructor will send in to USA Cycling along with your payment.

If you are taking the the class online, once completed, you will be able to download the license application, by following this link.

Background Check

All officials are required to submit to submit to a background check, which is valid for two years. The cost is $30 and USA Cycling is not able to take other company’s background checks, including those of government entities. The link to the background check may be found here.

SafeSport

SafeSport training is a front-line abuse and misconduct prevention measure that raises members awareness of misconduct and abuse issues in sport. The training is designed to help members become more proficient at identifying, preventing, and responding to misconduct and abuse in sport.

Details:
Training is valid for 12 months from date of completion.

  • Year one, you complete the full training (‘SafeSport Trained’; approximately 1 hour); Year 2-4, you complete a Refresher (approximately 15 minutes)
  • The training is hosted by the US Center for SafeSport, so if you have technical issues please contact their tech support team: 720.676.6417
  • Allow 24 hours for your training to be reflected in your USA Cycling account (it will only update if you include your USAC ID in the designated box)
    • If your training is not reflected in your USA Cycling account after 24 hours, please send a screen shot of your completion certification to: safesport@usacycling.org
  • To complete SafeSport training:
    • First-time: Register with the following link: SafeSport Training
    • Include your USA Cycling ID # in the designated box (Membership Number)

Motorefs and Motor Vehicle Record Checks

Motorefs receive additional training through a one-day in person or live online seminar. Classes are taught periodically and are listed on the same clinic page as the basic Cat. C class. To become a Motoref, you must successfully complete the class and have a valid motorcycle operator's license/endorsement. For more information, view the MotoRef Program Overview page.

After successfully completing the separate Motor C class, Motorefs also need to complete a Motor Vehicle Record Check (MVR), as instructed below, which is valid for two years.

How to Self-Register

  • Individuals purchasing an NCSI Motor Vehicle Report for the FIRST TIME must create a user account on USA Cycling’s website before initiating the certification process. If you already have a USA Cycling account, then please move on to the instructions below.
  • Individuals renewing their MVR must sign in to their USA Cycling account before initiating their certification process.
To Begin Your MVR
  1. Log into your USA Cycling account
  2. Click the first grey tab within your My Account header navigation labelled MEMBERSHIP.
  3. Within the MEMBER STATUS box, click RENEW under the MVR Credential section. If your MVR is still valid, then you will not need to renew your certification.
  4. When registering for the NCSI Motor Vehicle Report, make sure that your name matches what is listed within your USA Cycling account.

Once on the NCSI site, follow the instructions and provide payment. Most MVR checks are completed in 3-5 business days, however, it can take up to 10 business days before clearing when all information is correctly provided. Any incorrect/incomplete information will delay the determination time. If you have any questions or problems submitting your information please call (866) 833-7100 x109.
